Background of the study :
Rural development policies are essential for enhancing agricultural productivity and improving livelihoods in agrarian economies. In Benue State, often regarded as Nigeria’s food basket, government policies have aimed to modernize agriculture, provide infrastructural support, and promote sustainable farming practices (Udo, 2023). The implementation of rural development initiatives has led to the introduction of new technologies, improved irrigation systems, and increased access to markets, all of which have the potential to significantly boost agricultural productivity (Ifeoma, 2024). However, challenges such as inadequate funding, poor policy implementation, and climatic variability continue to hinder progress in the sector (Chika, 2025). Recent empirical studies suggest that while rural development policies have the potential to transform agricultural productivity, the benefits are often unevenly distributed due to regional disparities and systemic inefficiencies. This research critically evaluates the effectiveness of rural development policies in Benue State, analyzing their impact on agricultural output, rural incomes, and overall socioeconomic progress (Udo, 2023; Ifeoma, 2024).
Statement of the problem
Despite the introduction of numerous rural development policies in Benue State, agricultural productivity remains below potential. Farmers face significant challenges including limited access to modern farming techniques, inadequate infrastructural support, and inconsistent policy implementation (Chika, 2025). These issues have resulted in suboptimal production levels and persistent rural poverty. The disparity between policy objectives and actual outcomes raises concerns about the effectiveness of current development initiatives. This study aims to investigate the factors that impede the success of rural development policies in enhancing agricultural productivity in Benue State, thereby identifying strategies to bridge the gap between policy intentions and tangible outcomes (Udo, 2023).
